$10M - $20M Procurement Support Package
Deliverables include: Delivery Method Evaluation Report | RFQ Package | RFP Package | Proposal Evaluation Matrix | Interview Scorecard
Project Size up to $10M – This three-week engagement positions you to select the right delivery method and procure the right contractor or consultant team through a structured, defensible process. It is typically engaged after the Project Definition Package, once the project scope and site constraints are established.
Week 1 – Delivery Method Analysis & Procurement Strategy: The advisor reviews the Project Initiation Brief and project parameters to evaluate delivery method options — including GMP/CMAR, Design-Build, and Design-Bid-Build — against the project's risk profile, schedule priorities, and owner capacity. A recommended procurement strategy is presented with supporting rationale before any solicitation begins.
Week 2 – Procurement Document Preparation: Preparation and delivery of a complete RFQ package for contractor or consultant prequalification, followed by a tailored RFP package defining scope, commercial terms, and evaluation criteria. Documents are structured to attract qualified respondents and support a best-value — rather than lowest-bid — selection process.
Week 3 – Evaluation Framework & Selection Support: Delivery of the Proposal Evaluation Matrix and Interview Scorecard, calibrated to the project's specific priorities. The advisor supports the shortlisting decision and guides the owner through final selection, ensuring the chosen delivery team is aligned with the project's budget, schedule, and risk objectives before contract award.
